Fire Chief, also known as Hot Spot, is most likely the leader of the Guard City team, who is the main force in the war against the invading Decepticon forces led by Scrash.
Fire Chief is never shown as an individual robot, only as a component of the combined robot form of Guard City.

Fire Chief is a redeco of the original Hot Spot, transforming into a Mitsubishi Fuso Great fire engine. Since he uses the Scramble City style of combination, he can form the torso of any combination of compatible limb-robots. He was only available as a part of the complete Guard City box set.
